Update skipped because no OpenPGP keyserver is configured

I get this error in Kleopatra when I try to “Lookup on Server”:

Update skipped because no OpenPGP keyserver is configured.

Then I noticed that my keyserver setting is empty, but I don’t think it was before.

This began after the upgrade from v4 to v5.0.1.

Based on this comment from bernhard, it seems that it’s supposed to be using a default keyserver when the configuration is undefined. That doesn’t seem to be happening.

the keyserver should be empty to use the default, which in current GnuPG is
https://keyserver.ubuntu.com

this behaviour has changed with GnuPG 2.5.3: there is no longer a default keyserver configured. this can be overlooked easily, given the long list of changes for the Gpg4Win 5.0.0 release, but it is listed in section “Incompatible Changes”.

Note that there are a number of keyservers in the (new) keyserver network: https://spider.pgpkeys.eu/
