Could an admin please remove this TLD from the blacklist?

did you try the email that is linked at the bottom of Gnupg-users Info Page?

Yes we may whitelist a specific domain but XYZ LLC with their other TLDs is such a notorious spammer / bot TLD that we probably won’t whiltelist the full TLD.
In fact you might even not be able to register under dev.gnupg.org. So you might want to drop me a mail to firstname.lastname@example.org
Or consider using a different top level domain which is administered by a more serious company
