New to this tool. I need to encrypt a file with GPG and require a Key Pair.
Can I use this tool to create public / private keys for GPG or is this only for PGP

When you use Gpg4win to create a key pair, GPG ist the tool that is used in the background to create this pair so you are at the right place 
Probably you want to create OpenPGP keys and OpenPGP is the encryption standard which is describing how the encryption works. Some people also use the term PGP for OpenPGP. The problem is that this could be misleading because there was a program called PGP in the past.
