Certificate Manager error when Outlook starts

I installed GPG4Win 2.0.0 with Outlook 2003 SP3 on my XP pro SP3 system.
When I start Outlook I get the following Message:
“GpgOL The user interface server is not available or could not be started in time. You may want to try again”
Retrying results in the same message.
The GpgOL keyring icon is present on the Outlook tool bar. Pressing it results in:
" Could not start certificate manager".
Activating Programs/GPG4win/Kleopatra
results in the hourglass appearing for a few seconds and nothing else.
Activating Programs/GPG4win/GPA
results in the GNU Privacy Key Manager loading.
What am I doing wrong?

No one’s responded to this yet - I have the same issue. I also use Thunderbird, and GPG works fine there. Any messages using GPG, signed or encrypted, cause Outlook to crash immediately when they are received.
