[bug] "Kleopatra Handbook" menu item doesn't work

In Kleopatra click on “Help > Kleopatra Handbook” or press F1. Nothing happens.

Expected result: the Kleopatra Handbook site/PDF file is opened.

OS: Windows 10 Home 22H2, Kleopatra ver. Gpg4win-5.1.0
