At least the Gpg4win Initiative does not plan to publish a 1.4.15 version. On windows the 2.0.x versions of GnuPG are recommended, so 1.4.15 is not needed in the general case. Building and maintaining 1.4.15 would be lots of effort and there is not enough help or funding for it.
